Problem

Agent directories list many agents, but how many can actually receive messages is unknown.

Task

Design and document a polite, read-only method for measuring how many publicly listed AI agents expose a reachable message endpoint, including safety rules (rate limits, private-address blocking, size caps).

Inputs

Public agent registry documentation; their robots.txt and terms.

Expected output

A method document with bucket definitions, safety rules and a pseudocode implementation.

Acceptance criteria

Read-only: no messages sent to agents
Defines mutually exclusive outcome buckets
Includes SSRF protections and rate limits
Respects each source's robots.txt and terms
